Yes, the C3Pay app is free to download, sign-up, and view the ATM Pin. If they wish to subscribe to additional services or send money abroad or use mobile recharge, there will be a separate cost.
We take the security of your employees seriously and ensure their money is protected. Employees can view their ATM Pins only after confirming their identity and going through security steps. This helps prevent fraud.
It is not possible to change the ATM Pin. If employees suspect someone knows their ATM Pin and wish to change it, they will need to request a new card.
Yes, each card will have a unique ATM Pin. They will need to go to the C3Pay app to view it.
In order to protect your employees, we need to verify their identity before showing them their ATM Pin.

The unemployment insurance scheme provides financial support to employees when losing their jobs. Employees pay a fee to subscribe to unemployment insurance. If they lose their job at least 12 months after the start of their insurance subscription, they will receive 60% of their basic salary for up to three months. Benefits are calculated based on their average 6-month basic salary preceding unemployment.
Enforced by the Ministry of Human Resources & Emiratization (MOHRE), it is mandatory for all employees working in the UAE to subscribe to the insurance scheme from January 1st, 2023.
No, both are the same.
If employees do not subscribe to the unemployment insurance scheme, they could face fines. The government advises employers to educate their employees about the mandatory law of unemployment insurance and the penalties they could pay if not subscribed to it.
If they were employed before January 1st, 2023, and:
1. Never subscribed
From July 1st, 2023, employees will pay a fine of AED 400.
2. Subscribed but stopped paying for at least 3 consecutive months
Employees will be disqualified from receiving unemployment benefits. They will have to resubscribe by purchasing a new policy, pay all missed amounts and pay a fine of AED 200.
If you are an Edenred client, you can subscribe to unemployment insurance on behalf of all employees from the Edenred payroll portal.
You will need to get consent from your employees to subscribe them to the insurance scheme. After you get their consent, you can subscribe all your employees in one go to the unemployment insurance from the Edenred payroll portal. This service is only extended for C3Pay cardholders.
Edenred UAE is one of the official partners of Dubai insurance to promote unemployment insurance in the region and the only provider that offers the convenience of subscribing your employees to the insurance scheme in bulk.
Once subscribed, employees will be issued their unemployment insurance policies in 2 weeks approximately. Your employees will be notified on the C3Pay app, and the policy will be sent to them via SMS.
If an employer wishes to, they can pay for the unemployment insurance policy on their employees’ behalf.
If you are an Edenred client, you will be able to pay for your employees’ policy on the Edenred payroll portal. This service is extended only to those employees with a C3Pay card (subject to certain conditions).
Any individual from your company management who operates the Edenred payroll portal can activate bulk subscription for their employees.
You do not need to provide any information since we have all the information of your employees required to issue unemployment insurance. The only action we require from you is to confirm that you have taken consent of all your employees.

No, there will not be any cases of duplication of issuance of unemployment insurance policy for any one Emirates ID number.
If you have subscribed to our bulk subscription option on Edenred Portal, then all new added employees will be automatically subscribed to unemployment insurance.
If you have not subscribed to the bulk subscription option on Edenred Portal. Then all new added employees will not be automatically subscribed to unemployment insurance.
Some of the reasons why you employees did not get subscribed to the unemployment insurance is:
1. Employees do not have balance on their C3Pay card leading to no issuance of policy.
2. Invalid Emirates ID leading to no issuance of policy.
3. The C3Pay cardholder has a basic salary of AED 16,000 or above putting them in the Category B of insurance.
4. The employee is registered as non WPS on our system without a Labor card number or without a WPS Person ID.
If an employee is subscribed to the monthly payment plan but does not have enough balance in their account, the premium the unemployment insurance will simply be debited for all the leftover months together once there is balance on the card.
For example, if the cardholder does not have money on the card in January but then gets paid in February, we will deduct AED 11.50 for two months – January and February – in the month of February.
There are multiple scenarios which are mentioned below:
1. If the cardholder’s Emirates ID is cancelled, then the policy will not be issued.
2. If the cardholder’s Emirates ID is not cancelled and there is money in the C3Pay card, then the policy will be issued.
The company / employer is not liable for enrolling their employees for unemployment insurance, but the employer is liable to educate and inform the employees about the unemployment insurance.
If an employee is fined due to not complying with the law, it will be deducted from their payroll when the file is sent to WPS.
No, from 2024 onwards, you can only do annual ILOE subscriptions. However, any ongoing monthly subscriptions from 2023 will continue as usual, until their expiry. After that when the subscription renews, it will become annual.
